Mr. V.Umashankar is 1993 batch officer from the Indian Administrative Service (IAS). Presently he is working as Principal Secretary to Chief Minister, Haryana, and Additional Chief Secretary of Citizen Resources Information Department. He has done his graduation from IIT, Bombay and Post Graduate Diploma in Public Policy & Management from Indian Institute of Management, Bangalore. He had worked in the private sector before joining Civil Services. Mr. Umashankar has a wide experience of about 30 years of government service.

He has made several contributions to government policy and projects including in the field of higher education, right of way rules for telecommunications infrastructure, implementation of Bharat Net, optical fibre connectivity to the Andaman and Nicobar Islands, property tax rationalization by municipalities and digitization of land records.

In his present responsibilities, Mr. Umashankar is leading the unique initiative of creating a social registry called the Parivar Pehchan Patra for delivery of all Government schemes and benefits directly to the people.
