Deepak Kumar is a distinguished officer of the Indian Administrative Service (IAS), belonging to the 1990 batch of the Uttar Pradesh cadre. Born on 4 October 1966, he entered the civil services through direct recruitment and has since built an exemplary career marked by integrity, administrative acumen, and strategic leadership. He has held several pivotal positions in the Government of Uttar Pradesh, including Additional Chief Secretary overseeing Finance, Institutional Finance, and External Aided Projects.

He has also been entrusted with critical leadership roles such as Infrastructure and Industrial Development Commissioner (IIDC) and Chief Executive Officer of the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA).
